There are some bugs with tabs ON in SAB that some control panel applets also opens in file explorer tabs, if I open them from Win+X Menu. IDK how it is, but bug exists.

What ??🙄 I just only replaced the "Apps&Features" of Win+X by stock control panel applet and access it with tabs ON. Then, it appeared like....

Using "WinXmenuEditor" by Winareo. The same problem happens with the Power Options also. But in that, the dark mode is consistant. If u need screenshot, then i'll provide.
