Is there a way to have the notifications start from the bottom when you have the taskbar on the top of the screen? Currently the only way for me to see them is to move the task bar to the side or bottom.

I have the task bar at the top of the screen so the notification bar goes up off the screen instead of starting in the bottom corner. You aren't able to see anything except the calendar.

That should not be the case. Are you moving taskbar to another screen? Are you using Beta/Dev?
