just turn on my pc and having this issue, task bar is completely dead. Not working at all. I can't used windows button to uninstalled it

I hold on esc button, doesn't do anything. How do I run startisbackcfg?
Startisback does not shed on task manager. What I'm trying to do maybe with re installing would solved the problem
