Does it seem weird that when I launch chrome.exe (canary, on Windows 10 1909) that explorer and svchost (State Repository Service) consume most of the CPU time? They are chatting to each other at high speed - 5,000 IPCs/sec (measured with readying events).

Perhaps chrome is enumerating shell:appsfolder. That takes several seconds.
