Would you mind elaborating a bit? What does this affect/break? I've heard various complaints about 1909 media so wondering if this could be a root cause for some.

If you check the catdb file social.technet.microsoft.com/wiki/contents/ in wim image it is corrupted. Windows can repair it (not sure when) so casual users are not affected, but those who deploy images with unattended customization may find drivers and apps failing to install
