Fans have sorta kinda made that happen, so maybe we just need the power of a community working together with the right tools...

I don't understand why you'd want TNG/DS9/VOY in 4K - TNG in 1080p, which does look fantastic, gives away the seams on makeup appliances and all the sets now look, erm, like sets. Made from painted wood.

I’m accepting of that but so much rich details are brought to life, how they were meant to be seen. Some of the SD episodes are just very poor quality and so much of the franchise it not future proof which is a fear

Both are imminent. This is known.

Hell, I would settle for a 1080p blu ray release but it’s my understanding that a lot of the special effects would have to be redone. With the sales (or lack there of) on the TNG remaster, I am not sure it will come without a pre order campaign or something before the work starts

Yeah. As far as I understand it, the live action is on film and therefore restorable and may be rescanned to upscale. All VFX were produced directly to video tape meaning literally every effect would have to be redone. DS9 & VOY only used models in early seasons but CGI later.
