If you were below (I think 133%) of the poverty line, you weren't eligible for federal insurance subsidies; you were expected to go on Medicaid instead. But 19 states rejected the Medicaid expansion. In those states, you got neither. But you were still required to have coverage.

Aye. Everyone from 100-200% of poverty line was screwed by ACA in various ways.
