Literally translates to 'lemon grass water', as far as I can figure out
Nuoc Chanh Is limeade, the sa is lemongrass. It gives it an odd floral quality

Interesting that the simmered liquid is a much darker yellow-green than the stuff in the glass. Wish I could read the details.
Basically, you boil the lemongrass and ginger for 30 minutes. Strain it add lime juice, sugar and a half teaspoon of salt
