Not true. Imagine two connected rooms at equal air pressure, one with 60x the square footage of the other. The number of air molecules going from the small room to the large one must equal the number going from the large to the small.
If there's a net imbalance in which direction the air is going, we call that 'wind' and there's something driving it.

the situation is not really analogous to pressure. if the only way between the us and norway were crossing a border or tunnel on foot, maybe, but every part of both countries is about as connected via airplane flight as any other.
