My experience locally is that's not what's happening. Charters are being opened rapidly; the rich of course benefit more & the poor don't. Meanwhile the public schools suffer more.

In Durham, each charter student costs district ~$3k: about $21 million for 2017. Charters do have flexibility, but that forces costs up for the public schools.

Don't think we're going to benefit from having multiple competing schools funded from same public pot. May just wind up with separate but equal again, race-wise or no.

Meant to say "separate & unequal": imagine that's lots more likely than an actual separate & equal division.
