Mm, but I think I'd argue that the "systemic causes" in "malign individuals, rather than systemic causes" is itself a conspiracy theory.

There's some factor of anthropomorphization eg "Koch Brothers" or "Soros" but then also "THE JEWS!!!!1". Latter I'd argue is more natural.
