Not because the infrastructure isn't crumbling, but something more subtle: it's decaying *useless* infrastructure.

Roads that don't go anywhere, that were built...mostly as stimulus, as handouts to construction, as bragging points.

The infrastructure that's actually used is mostly ok, most places--bc people have skin in the game for it.
