Key data is on p. 35. In 2011, "rape of a female" had a conviction rate of 39.7%. Not 6%. That's what they want to rewrite common law over.

To be fair, that's accusations as defined by crown proceedings/court cases. They're more looking at number of offenses recorded.

Think you have to manually do the math on that : report rates on 17, recorded offenses on pg 21, conviction totals on pg 33.

It will not affect police deciding that there was no offense. It probably won't much affect victims declining to go forward.
