When you look at a chili seasoning recipe and the first ingredient is chili powder.
I always thought powdered chilies = chile powder, chile powder + oregano, cumin, garlic = chili powder

Also, that the author was a poor communicator. There are SO many kinds of chilis! Ancho, California, etc. Different flavors.

I hate them all and they are poison to me. I was trying to get info on cumin:oregano:salt balance.

Oh, I don't know. My palate is so poor, nuances of those kinds of spices are lost on me. :(

So even if your recipe shows you a ratio of 3:2:5 or something, if I tasted it, I wouldn't know the difference. Except for salt.

I guess it depends on context. If it's a recipe for chili powder that calls for chili powder, then it means powdered chilis.
