It depends a lot on how long they expect people to stay in the program. Do it for one year then cancel it, that's one thing.

But if it's a long-term ongoing program, it runs up against arithmetic. If the avg. term is 1 year, need 5m new recruits/year.

If 2 years, need 2.5m new recruits/year. In the long run, you're only going to get 5-6m "new" adults per year, ie ppl turning 18.

Recruiting 5m out of ~100m 18-45 year olds in the US, once, is one thing. 5m (or 2.5m or even 1m) *every* year is something else.

As far as time commitment goes, that's a big question mark. Military reservists still have 5 months of training up front.
