The third paragraph is garbled, but seems to mean percentages of the college population. Not useful w/o info on baseline population changes.
Looking at http://nces.ed.gov/programs/digest/d13/tables/dt13_302.60.asp …, we see that ~39% of black female 18-24yos are enrolled in postsecondary education.
By comparison, ~38% of white male 18-24yos are, and ~46% of white females. These are just a few errors. The article is nonsense.
What about this last paragraphs? I can't even imagine what they did to fudge reality this much.
