There's a subtle context cue, one I can't quite pin down, that I notice in a lot of news media trying to be 'neutral'.

Closest description I can give: While not overtly taking sides, source implicitly presents one side as protagonist & other as antagonist.

This is particularly evident on NPR: Democrats are usually protagonists, have agency, Republicans antagonists, like rough terrain or bears.
