Can there be any significant sense in which a person “values“ X if she rarely acts in such a way to pursue X in practice? E.g. can someone “value” fitness without ever partaking in physical activity, eating well, etc

That said, it's quite possible to value something intensely and make no effort to pursue it. A salient example would be youth -- the older you are, the more you miss it.
