The most important thing about UBI to me isn't the amount, it's the no-clawbacks principle. Existing welfare systems in the US punish you for bettering your situation -- you earned $1000 this month collecting cans? Bye-bye food stamps

tl;dr: It's not the total benefit that makes people passive, it's the marginal benefit. People who can work will work, if they stand to gain from it.
