Having a vast, ill-defined, poorly enforced set of punishable offenses isn't a bug. It allows institutional power, and particularly its unofficial militant wing, the ability to easily remove their enemies. Everyone's guilty of something, you just need the Stasi to do the legwork.

It’s also both a product and a reinforcement of the belief that each and every act, no matter how mundane, has a moral dimension which makes it a proper subject for social control. “The personal is political” is a sort of animism, devoted to control of unseen spirits.
