So what you do is get a Bel cream maker and mix whole milk and melted butter together with it. It effectively re-homogenizes the fat into the milk. You can make a heavy pure cream so thick it will hardly pour.

The pumping process is tedious, but yes. The UK had rationing for many years after ww2 ended. You could get your rations of milk and butter but no cream. So some clever person figured out how to put the butterfat back.
