Sure, but this will have zero effect on anyone's access to weapons. It's protectionism for domestic weapons manufacturers, which is close to the exact opposite of the impression she presumably wants to make.

I would guess the impression she wants to make is we must do something and this is something. Effectiveness isn't actually necessary if you're pandering to people who will never see an AR-15 or probably any gun in their lives no matter what.
