One of the big lessons of the 20th century is when a set of institutions produces something desirable, FedGov decides to subsidize the shit out of them, the institutions rearrange themselves to eat the money and stop doing whatever FedGov wanted in the first place.

Sometimes predators are individuals -- academia's full of them, moral entrepreneurs, grifters, demagogues and charlatans. Sometimes the predator is systemic, an institutional fungus clogging the pipes -- NASA's got great people but has been catastrophically useless for decades.
