This is why every chart of percentages must be a pie graph without figures, so programmers can't find a way to screw it up.
I read it as subsets, ie 18% completed high school but not college. But I don't think I have a lot of high school dropouts following this account.

Because their customers are businessmen who like the colorful charts and don't understand very much. Twitter's an advertising company.

I know this probably boring you, but honestly I don't think they're doing a good job of differentiating their audience. I mean, male/female? Very cisgendered for Twitter. I glanced at some of the JS for their analytics and almost had a stroke.
