A thought. Could a script repeatedly and rapidly buy a game, remove it from the account's Steam library, and buy it again? If so you can rapidly launder a large amount of cash with sub-$1 payments.

Heck, that might be the point of the achievements. Have in-app purchases to unlock different levels and options across numerous almost identical games made by swapping out the images on a stock sliding puzzle base, and you're 'legitimately' making money on your above-board accts
