TBH, when NNT starts talking about classifying different racial groups in the middle east, there's no longer any point in trying to rationally analyze it. He's a complete crank on that subject. Too much skin in the game.

Can't remember the cite (sorry) but IIRC a key thing was the Ottoman Empire's scribes guild delayed widespread adoption of the printing press by about a century and a compound interest style effect meant they had no way to catch up.
