A conspiracy is just: -- any coalition of humans -- behaving as-if it were an entity with agency -- which camouflages itself as part of the environment rather than branding/flagging itself.

A common rebuttal to the idea of conspiracies is the belief that any large-enough group is incapable of opsec. But this assumes that members of conspiracies are aware of their membership.

A good conspiracy is one which can disguise itself to most of its components, as something like 'decent behavior' or 'duty' or 'burn the witch!'.

If we have a suspected conspiracy, but find proof that they are not actively conspiring, I would say on standard usage we have falsified the claim that it is a conspiracy.
