Is "Buy 2, 2nd is free" just a weird way of saying BOGO? Maybe there's a legal issue? But how can you "buy" something that's free???

I seem to recall that in my hometown one major grocery chain really made you buy 1 and get 1 free whereas the other treated it like % discount, I wonder if BOGO has more psychological impact than same % off (its FREE!)

Best part is that my local grocery store usually end up giving the discount even when you don't buy the whole thing (e.g. advertise BOGO, but buy one and still pay half price). Whether it's intentional, an error, or a limitation on the software they use, I don't know.
