Untrue. Once EU grasped what had been happening in China for weeks we were horrified that internally there was mass movement for Lunar New Year & concern that traffic in & out of HK would allow the virus to spread. At that time China was still withholding data & underplaying.

China hid everything to save face. China downplayed the extent of the virus' domestic impact. To save face. There's no reason not to expect that data released by China even now is understated. To save face. When everyone is dead you have no face to save.
