It was actually up for a while (early September I think) but ppl didn't notice it till lately, started exploiting it and then they shut it down

Why is it only PC copies? Genuine question.

Probably because with PC they have full control over their game through the blizzard launcher. With consoles they'd have to work with Sony, Microsoft, and Nintendo.

there's lots of logistical issues associated with doing these kinds of giveaways on console- Blizz would have to go through Nintendo, Microsoft, and Sony and get approval from them, and they would likely refuse because that's a lot of money to give away
