Mueller did not raid Cohen, he gave the case to the Federal Court in NYC and they ordered the raid because the possible crimes do not fall under Mueller's investigation criteria

Last I checked the difference between prosecute and convict is a damned high fence. Prosecutors failed, for over a year.

Adrienne - do you have any idea how long an investigation of this magnitude takes? There is no failure at this point. Things only progress as evidence is acquired to be able to proceed with prosecution. Rule of law takes many paths to discovery.
