As she is only the Minority Leader she hasn't the power do anything other than hope that likeminded Americans are voted to office adding to her the ability to make changes. It's not enough to attain a simple majority as it will only maintain the status quo.

She can work on a compromise. This is not a new issue, it has been 17 years since the dream act was first introduced so electing "likeminded Americans" won't do anything to fix it. We have seen this before and nothing was done.
