No they can’t! A visitor visa is one of the hardest to obtain . Sad, that as an American citizen, I cannot have my family come visit me whenever I want. People who think family can visit whenever they want have no clue about this system.

For some legal immigrants, even if their parents are on their deathbed, the legal TPS holder must ask an immigration officer for permission to leave the country with no guarantee of being readmitted and/or it affecting any future adjustment of status.

TPS is not immigration, it's right in the title Temporary. Temporary Status means it can be revoked at anytime. I couldn't find any evidence to support your assertion about actual legal immigrants.

TPS is a misnomer. People can be on temporary status for years for reasons such as political asylum or natural disasters without being able to adjust their status. Trump choosing to revoke TPS after decades is cruel to these people. I am familiar with several such cases.
