Facebook & google (big net neutrality supporters) are getting into the ISP business. Any ISP competitor startup can offer alternatives options. Just like DuckDuckGo is private alternative to data tracking google. Where there is demand, supply will follow.

So now the rural areas get to go back to dialup era. Too slow to load a page, too slow for kids to do homework, too slow for college classes, too slow to submit employment apps, too expensive to purchase.
