One obvious solution would be to eliminate the effective requirement that you must get your health insurance through an employer.

Why in God's name is an employer responsible for a person's Viagra? Or their diabetes medication? Or their weight loss meds?

Oh right, because insurance plans cover prescriptions that doctors write for their patients. This isn't rocket science.
