No they have passed bills in the house that they know will not pass the senate or get the President’s signature. That’s not compromise.

There was a bipartisan immigration bill with $25B in border security in Feb 2018. One of a number of bills including similar Republican sponsored ones. Mitch wont let anything to the floor. They can work out details and make edits in the Senate like they used to in the past.
