If America restructured Our Tax Code, mandating All US Companies using Overseas Labor to Pay the workers the same wages & benefits as Americans. Otherwise they may not use Our Tax Code. If more than 50% of their Labor is off-shore, their products would pay a Tariff equal to wages

Unless a Company treats it's overseas workers in an Equal manner as a US worker, they should be treated as a Foreign Company under our Tax Code. Their Lobbyists would need to register as Foreign Agents Forcing US Companies to be equal, regardless of location would bring back Jobs
