The House can't indict. The only power they have which is like indictment is impeachment investigations.

Is it procedurally appropriate for House of Representatives to recommend a state Grand Jury indictment to New York DA if they uncover NY state law crimes in their investigations?

I don't think any other branch of government can tell Congress what it can, and cannot do. That includes a criminal referral.

I was thinking when Oversight Committee receives financial documents from Trump Accountants maybe there will be criminal information about Trump Foundation that would help New York State Investigations. Hope the information can be shared.

I wouldn't brag too much about that accomplishment Nancy. All you really did was create a mandatory environment where for profit insurance companies jacked up prices and refused services through price gouging. You owned all 3 branches and couldn't close on a Public Option.
