Here's my suggestion: make vasectomies mandatory for every male 14 and up. If they are ready to become responsible fathers they can have it reversed. If they ever rape a woman, it will not be reversed for 99 yrs. If there is the suspicion of rape, it won't be reversed for 30yrs
