Richard Lugar had "creds" as a Senator & before that as mayor of Indianapolis. He was a decent man who did reach across the aisle. Lugar voted to confirm Elena Kagan to the SCOTUS. He wasn't a tinfoil hat.

Some of his last work was with a young junior Senator from Illinois, who shortly afterwards became President...Barrack Obama. In fact Lugar's willingness to work in a bipartisan manner led to his defeat by the tea party in 2012.
