When there is cause for the arrest, in this case, the cause is simply being against a dictatorship government which even those who voted for Chavez years ago are against. Venezuelans have tried for years through legal means, their constitution to get rid of Maduro, but he cheats.

For the last three years millions of people have taken to the streets, in protests of his dictatorship, and many have been jailed and tortured and killed for doing just that, protesting. They are tired of the illegality of the government and want change.

What they've done to this man is a warning to Guaido, that he will be next if he does not stop, they know, this time, the eyes of the world are on them, and the world is waking up to the truth of Maduro.
