I just want to know something isn't the president a federal employee so if the government shuts down why is he still running why is he still operating as though the government is not shut down.

Funding streams. Funding for Congress, president, cabinet, etc. are totally different from the agencies that were shutdown. Some agencies were not shutdown during the 35 days. Those agencies were already funded.
