Probably has to do with barring access to sensitive information, like passing over government or military locations. That's my guess anyway…

I'd say it's because the mission has sort of classified payload that has to be deployed during that 40 mins time frame.

You can also reciever their satellite images for free. Anybody can build their own antenna and buy an sdr.
