My understanding is this is an old revision 1st stage and would not be flown again even if it were recovered. Basically, time to throw this one away.

Probably because the target orbit is too high for saving enough fuel for landing.

has the stage1 completely burned up in the earth's atmosphere? What happens to the engine that brought the payload to its final orbit?

I believe it came back down and soft landed in the ocean. They probably did that to collect data on it.
