Dragon 2 needs to get ready first. It will be used in the CRS-2 contracts so probably from 2018 and onwards

Nasa isn't a fan. First missions surely will use parachutes.

Likely is because nobody actually attempted this before while returning from orbit, they might want to avoid risks in the first few flights.

I would imagine they could use the drone ships plus they landed the falcon 9 first stage on land so there is precedent

Space != orbit, the boosters are filled the day prior launch and spend about 2 minutes in space, capsule has to spend months in orbit fueled
