Why do you need heat shields on re entry but not on take off if its going faster on take off?

While lifting off, the atmosphere really isn't pushing up against you. You're cutting the air like a knife...

But on reentry, the atmosphere is set to push against you, causing heat when you come back in because the atmosphere doesn't want you.
