"UTC" itself is not understood by the public, so I don't see the point in even saying it to them to begin with.

UTC is the point of reference for the scientific community, and non-US public globally

I use it, too. And the scientific community uses the 24hr clock for it.

Yup, painting on flight badges onto booster would be cool as heck but it would still add to the weight.

Doesn't need to be extra layer of paint. Could be small badge image. - Clean/Paint burns prob better visibility during flight of rocket.
