Is reliably in launch on time a goal for spacex ?

They scrub less than any other US launch providers. All rocket launches have scrubs, especially weather issues. And only reliability issue payload maker cares about is if you put their payload in proper orbit, even if a few days extra wait. But in this case its SpaceX Starlink.
