It's impossible to organize an effective militia if civilians are prevented from owning military-grade weapons. A militia that uses semi-automatic firearms without armor penetrating capabilities will never stand a chance against a military outfit.

The Constitution doesn't specify the National Guard as the only militia that the Second Amendment applies to. However it very clearly states the right of the people (meaning the right of any US citizen) to bear arms and organize militias.
