Ha - this is only for testnet convenience. For mainnet, either enough deposits come in before MIN_GENESIS_TIME and that applies, or genesis will occur 48 hrs after enough deposits are in: effectively a random start time. It used to be _always_ at midnight, UTC.
Imagine influencing the genesis moment of the Ethereum 2.0 beacon chain because you (quite reasonably) would rather not stay up until 2am to launch the network!
